		<description><![CDATA[ Vivek Umrao Glendenning Greetings friends of the Ground Report India! I have a good news to share with you. You may recall that we published a detailed report on the community water management works in Dewas district of Madhya Pradesh, motivated by Umakant Umrao IAS, in the January 2012 edition of GRI.  The community has been awarded third rank by the United Nations for the best community practices for water management in the world. Ground Report India group has started to work on organizing 206 conferences on environment including 200 local, 5 zonal conferences and an international conference in India on environment issues. We will conduct an exclusive national tour of around 1,00,000 kilometers over the next year.  During this tour we will meet the common people, groups and organizations working for environment issues on ground. Most people do not know and do not care how electoral systems work.  As far as they are concerned, they have done their duty by marking their vote on a ballot paper, or by pressing buttons on an electoral machine. This is unfortunate, as the electoral system used to elect legislatures is directly responsible for the parliament and government that the system elects.  Every electoral system – and there are several hundred of them – has a political objective, quite apart from its basic function of electing members to a parliament, council, committee or local legislature.  Different electoral systems produce totally different end results.  It is therefore important to know the results of each electoral system before discarding an existing system and adopting another one.  While the man or woman on the street thinks that electoral systems exist to elect MPs and councillors, politicians tend to judge electoral systems [...]]]></description>

		<description><![CDATA[&#160; by Vivek Umrao&#160;Glendenning MCIJ &#160; Thank you very much for reading the current edition of The Ground Report India quarterly journal titled&#160;&#8220;Ground Efforts for Empowerment and Self-Sustainability of Tribal People&#8221;.&#160; &#160; I prefer to see things at the actual ground level.&#160; I try my best to keep my eyes and mind open to see things as they are, without corrupting the vision by the influences of media-sensations or using theoretical intellectualism on secondary or manipulated information. &#160; I do not have a television in my home.&#160; Thus I am almost a media-illiterate person if media-literacy comes through various media-sensations by Indian television channels. &#160; But because I do not believe in media sensations, I try my best to make Ground Report India a positive and people accountable media. &#160; When Ground Report India quarterly published a special edition in October 2011 on Anna&#160;Hazare&#8217;s&#160;Jan&#160;Lokpal&#160;movement, I faced many abuses and&#160;uncivilised&#160;criticism by the followers of Anna&#160;Hazare. 		<description><![CDATA[I with local persons visited the place of the dangerous derailment of the train just after few hours. There was no road route. We walked a few kilometres on train-rail to reach the place. I was very thirsty walking under sun on train-rail but railway employees did not give a bottle of water though they were having hundreds of water bottles. I had to walk again a few kilometres under hot-sun on train-rail to return the Kamalur Railway station while I was very thirsty though I requested the engineers that I am very thirsty and I have to walk again a few kilometres on train-rail. For the past 20 years, more or less, I have been working, or have been associated with various known social personalities and media celebrities of social activism in India.&#160; These personalities include international awardees, mainstream political persons, RTI/RTF/RTE/ NREGA activists, activists who follow Gandhi&#39;s ideology, organizations who pursue Gandhi&#8217;s ideology and others in India. Over the past decade, I have been spending most of my time each year in remote areas of many different regions of India. I have tried to spend a minimum of one to two months in a region, continuously interacting with local people to understand the ground reality and practicalities of their life. By doing this, I have had opportunities to understand many different types of people, their views, their understandings, their problems and their reactions to ongoing systems. I am a very common person.&#160; Before writing the points below, I talked with hundreds of villagers, tribals, ground activists and urban common persons in the states of Uttar Pradesh, Madhya Pradesh, Bihar, Chhattisgarh, Orissa, Rajasthan, Delhi, Haryana and Uttarakhand. I do not want to see things blindly just because of a sensation made by electronic media.&#160; Why should I see a fake dream of a second freedom struggle of India by Anna&#8217;s Lokpal? The failure of the strong and visionary J P Movement created big frustrations in the mind of youth who participated actively with the JP Movement.&#160; The movement produced unaccountable and corrupt leaders and no one could have moved towards Total Revolution.&#160; Nevertheless Jai Prakash made efforts for considered thought processes and political awareness, while Anna&#8217;s team preferred to get popularity cheaply by cashing in on the vision-less-hidden-anger against corruption in the system. Many a new party in its infancy appears like a socio-political movement. When the dust settles, the movement is over, and only the party remains. Whenever a new NETA (politician) arrives on the scene, he or she wears the cap of &#8216;LEADER OF THE REVOLUTION&#8217; and &#8216;BELOVED OF THE PEOPLE&#8217;.&#160; They mark their entrance with an overwhelmingly popular response. The followers are full of unquestioning faith and euphoria, and they swear to die for their leader. LOOK AT A FLASHBACK: JANATA PARTY: Do you remember the Nav Nirman riots of 1974, which started in Gujarat and spread to the rest of the country? I was nine years old then, and I still remember how &#8220;Lok Nayak&#8221; Jay Prakash Narayan gave a call for women to bang their thalis and vaatis together at specific times of the day to protest against corruption of the Indira Gandhi government. From conceptualizing this media-propelled movement to successfully organizing it, the RSS, it appears, played a key role in it. This being the case, it is imperative to analyse the specific communal character of this self-styled Gandhian movement against corruption. No movement can be properly understood without taking into account the forces behind it and their underlying objectives. Anna Hazare&#8217;s movement has been analysed from several perspectives by both its critics as well as supporters. Thus, it has been asked if the movement was truly a Gandhian one. Was it really politically impartial? Was it democratic? Was it orchestrated by the media? Was it funded by the corporate world? Was it an NGO stunt? Was it all-India in its scope? On all of these points there has been heated debate. Yet, lamentably little has been said about whether or not this movement was truly based on the Constitutional principle of secularism and what, in particular, its position has been on the issue of Hindutva.
